Ex-Palestinian Authority Minister killed in Israeli airstrike

Tel Aviv, Dec 31: The Ministry of Health in Gaza said that a former Minister of Palestinian Authority was killed in an Israeli airstrike in the Gaza Strip.

According to Health Ministry officials, Youssef Salama (68), former Palestinian Authority Minister for Religious Affairs, was killed in the airstrike at Al-Maghazi refugee camp in the central Gaza Strip.

He was a minister from February 2005 and March 2006. He had also served as a preacher at Al-Aqsa Mosque in the Old City of Jerusalem, which is the third most important Mosque of the Muslim community after Mecca and Madina.–(IANS)

Curative Survey scam: Six accused from outside J&K identified; 1 arrested

Srinagar, Dec 31 (KS):- Six persons accused in Curative Survey Private limited from outside J&K have been identified and among them one has been arrested.

Police in a statement to News Agency Kashmir Scroll said that on 19.12.2023 it was learnt that a bogus company operating under the name 'Curative Survey Private Limited' scammed and cheated the unsuspecting public through a fraudulent website by falsely promising them significant returns on their investments. The company had deceived the subscribers which persuaded them to invest their hard-earned money with fake promises of returns. After misrepresenting and cheating, the company became unresponsive, leaving subscribers in the dark and leading to chaos, anguish, and protests.

Accordingly, a case FIR No. 39/2023 under Section 66D of the IT Act and Section 420 of the IPC was registered in Cyber Police Station in Kashmir Zone-Srinagar, police said.

Taking into account the serious nature of the matter, a Special Investigation Team (SIT) was constituted to investigate the case, police added.

During the course of investigation, it was discovered that the company had opened six offices in the Kashmir Valley and one regional office in Jammu in the month of January–February 2023. All seven offices were subsequently searched, sealed and the incriminating evidence found in these offices was seized and sent to the FSL for analysis and expert opinion. Numerous employees of the company from across Jammu and Kashmir were identified, examined and their statements recorded. Additionally, number of victims also approached SIT and their statements were recorded, police statement reads further.

The general public is requested to come forward if they have any complaints regarding this company.(KS)

Casualties among security forces double in J&K; Rajouri & Poonch report 40% of militancy death

Srinagar, Dec 31: With militancy in Kashmir on the decline, a seismic shift is unfolding in the rugged terrains of the border districts of Rajouri and Poonch, where the echoes of militancy once seemed distant.

Figures reveal that militants have shifted their focus to Rajouri and Poonch, also known as the Pir Panjal region, where the dense forests and mountainous landscapes provide them ample cover.

Out of the 134 militancy-related killings in 2023, the Pir Panjal region accounted for 53 deaths, roughly 40 per cent. Of the 53 people killed in the twin border districts, 19 were Army personnel, including a few officers.

In 2022, J&K reported 253 militancy-related deaths, which included 30 security personnel, constituting nearly 12 per cent. However, this year, the percentage of deaths reported by the security forces has more than doubled (24.62 per cent), with out of 134 killings, 33 being security personnel.

The higher number of casualties suffered by the Army in the Pir Panjal region this year is the main reason for the higher percentage of deaths among the security forces. The dense forests and mountainous landscapes, once tranquil areas nestled in the lap of the Himalayas, provide ample cover to militants.

The dense forests of Rajouri and Poonch give militants more strategic depth compared to the populated areas of Kashmir. This is evidenced by a slew of ambushes and encounters where militants have kept the army engaged for days and have often managed to slip away.

According to the former commander of the Valley-based 15-Corps, Lieutenant General Syed Ata Hasnain, the dilution of troop deployment and a chequered history of local support in the Pir Panjal region may have led to the activity and presence of militants shifting there.

Besides, she said, changed strategies of militant groups operating from Pakistan, in light of the post-2019 developments, and the short-sighted politics of the BJP are other reasons for the resurgence of militancy in the Pir Panjal region.–(Deccan Herald)

2 extortion cases solved within 72 hours; 3 posing as Police personnel held in Jammu

Jammu, Dec 31: 2 extortion cases were solved within 72 hours by PS Bishnah and PS R.S Pura Jammu—meanwhile, 3 accused persons posing as Police personnel were arrested on Sunday.

Information was received through reliable sources that some persons posing themselves as policemen were involved in a snatching incident in broad daylight, from a street hawker (Pheriwala) in Bishnah town, by posing themselves as In-charge Chowki Officer of JK Police, and extorted money from the street hawker, while the duo were in a Maruti Alto car.

Again similar information was received from Dablehar R.S Pura, where an egg seller reported that some unknown persons had extorted ₹2000 rupees from him, along with his mobile phone, by posing themselves as In-charge Chowki Officer of JK Police, while driving an Alto car.

In both the incidents, 2 FIRs were lodged and special teams of both the police stations were constituted.

Police teams made strenuous efforts and with the help of various CCTV footage of the areas finally rounded up the 3 accused persons.

During questioning, the accused confessed their involvement in the above case and on their disclosure extorted money alongwith vehicle used for the commission of offence was seized.

Those who were arrested identified as Akhil Chopra S/o Prem Chopra, R/o RS Pura, Roshan S/o Bachan lal R/O Sidhrey, R.S Pura and Nitin Kumar S/O Naresh Kumar R/O R.S Pura.

Further investigations are going on.

Srinagar, Dec 31 (KNO): Jammu and Kashmir Police have announced cash reward upto Rs 12.50 lakh for people who provide information & intelligence on trans border tunnels, drones, narcotics, terror activities, and terrorists in an attempt to curb ‘anti-national activities’.

In a post on X, J&K Police, as per the news agency—Kashmir News Observer (KNO) said that the people can share such information with district superintendents of police concerned and the identity of the person will be kept secret.

Police announced cash reward of Rs 5 lakh for those who provide information about trans-border tunnel used by anti-national elements.

It announced Rs 3 lakh reward for those who sight drones from the across the border and provides information about the person receiving such drones.

Per the document, Rs 2 lakh reward each has been announced for people providing information about inter-state narcotics modules, people talking to Pakistan based terrorists and separatists in jails and persons talking to or communicating with terrorist handlers across the border or with their agents within J&K and branding citizens as informers.

Police also announced Rs 1 lakh cash reward for persons providing information about those inciting and encouraging people to join terrorist ranks and pick up gun.

Rs 2 lakh to Rs 12.50 lakh reward has been announced for those giving specific information about presence of terrorists, resulting in successful operation leading to arrest or combat, and cash reward will be provided as per category of A, B and C—(KNO)

PM Modi virtually flags off second Vande Bharat train in J-K's Katra

Katra/Jammu, Dec 30: Prime Minister Narendra Modi on Saturday virtually flagged off the second Vande Bharat train between Jammu and Kashmir's Katra and New Delhi, with LG Manoj Sinha expressing hopes of a railway link between Kashmir and Kanyakumari early next year.

Union minister Jitendra Singh, who attended the ceremony in Katra, congratulated the people of the Union territory on the New Year's gift of a second Vande Bharat train and said this was possible because of Modi's commitment to work for the overall development of the region.

''In the coming months, the Kashmir-Kanyakumari railway link will be dedicated to the people by the prime minister. Not only the people of Jammu and Kashmir, but the entire country is also waiting for the completion of this historic project,'' J-K Lieutenant Governor Sinha said. He was addressing the function at the Katra railway station before the flagging-off of the Vande Bharat train by the prime minister.

The under-construction 111-km Katra-Banihal section of the Udhampur-Srinagar-Baramulla Railway Link (USBRL) is likely to be completed within the next four months, connecting Kashmir with Kanyakumari by train, according to officials.

''Today, among the six Vande Bharat trains to be flagged off by the prime minister, one is exclusively designated for the route from Shri Mata Vaishno Devi Katra to New Delhi. This will be the second Vande Bharat train for Jammu and Kashmir. It reflects Modi's commitment to developing this Union territory,'' Sinha said before the flag-off.

After August 2019, the LG said, the connectivity between Jammu and Kashmir and the rest of the country has witnessed an improvement.

''The first Vande Bharat train was flagged off between Katra and New Delhi in October 2019 and so far, 94 lakh pilgrims have visited the Vaishno Devi shrine and the pilgrim footfall is likely to cross 95 lakh by the end of this year which is the highest in the past 10 years...,'' he said.

Srinagar, Dec 30 (GNS): District Police Baramulla Saturday destroyed a huge quantity of seized contraband substances, worth crores, in the presence of a Magistrate in Lassipora Pulwama.

“Today, District Level Drug Disposal Committee Baramulla under the chairmanship of SSP Baramulla Sh Amod Ashok Nagpure-IPS destroyed a huge quantity of seized drugs and psychotropic substances under section 52A of NDPS Act”, said a police spokesperson in a statement issued to GNS.

“The seized contraband substances of 27 cases of Police Station Uri, Boniyar, Pattan, Kreeri, Kunzer & Tangmarg were destroyed. The seized substances include 6.303 Kgs of Heroin, 63.413 Kgs of Poppy Straw, 207 gms of Ganja, 652 gms of Cannabis, 600 gms of Cannabis Powder, 3.950 Kgs of Bang Bosa, 953 gms of Charas, 1.120 Kgs of Charas Powder & 127 gms of Fukki worth crores were destroyed at Kashmir Health Care System, IGC Lassipora in presence of constituted committee headed by DySP DAR DPL Baramulla, DySP ANTF Kashmir, DySP CID CI Pulwama, Executive Magistrate Kunzer, Reader to SSP Baramulla, Field Inspector of Pollution Control board, IC Godown and other Police officers of the district”, the spokesperson said.

“It is pertinent to mention here that in July 2023 Baramulla Police also undertook the destruction of seized contraband substances in 32 cases of various Police Stations of the district. The destroyed contraband substance includes 6.376 gms of Charas, 32.900 kgs of Poppy Straw, 14.289 kgs of Heroin & 18 gms of Brown Sugar worth crores.”

“The people of the area met with the officers during the exercise and thanked them for their hard work, professionalism, and commitment towards making the society drug-free”, the spokesperson said further. (GNS)

Srinagar, Dec 30: An earthquake of 3.6 magnitude hit the Kupwara district of Jammu and Kashmir on Saturday, said the National Centre for Seismology.

The earthquake occurred at 4:57 p.m. IST (Indian Standard Time) at a depth of 5 km.

"Earthquake of Magnitude: 3.6, Occurred on 30-12-2023, 16:57:41 IST, Lat: 34.43 and Long: 74.22, Depth: 5 km, Region: Kupwara, Jammu and Kashmir," the National Centre for Seismology posted on X. No casualties were reported in the earthquake.

Earlier on Friday, an earthquake of magnitude 4.6 on the Richter Scale jolted Manipur's Ukhrul, the NCS said.–(ANI)

Rajouri, Dec 29 (KS): Authorities have restored internet services in Poonch and Rajouri districts, seven days after a deadly terrorist attack left four soldiers dead while several others continue to remain under treatment.

Official sources told news agency Kashmir Scroll that the authorities directed for restoration of the services this afternoon.

The services, the official said, were snapped as a precautionary measure given the prevailing situation in twin districts for almost a week. (KS)

Ganderbal, Dec 29, KNT: In a first, the Government of Jammu and Kashmir will introduce ice skating at picturesque Sonamarg this winter.

Tourism stakeholders have expressed satisfaction and are pleased with the government plan. They hope this winter, a record number of tourists will visit the destination.

“It is a good step taken by the district administration Ganderbal. We are all upbeat and hope that it will give a boost to tourism here,” one of the hoteliers told the news agency Kashmir News Trust.

Hoteliers thanked the Deputy Commissioner Ganderbal and Chief Executive Officer Sonamarg Development Authority for making this happen for the first time in Sonamarg.

An official said that Sonamarg unlike past has been accessible throughout the year. “We are trying our best to equip this tourist destination with modern facilities. It will attract more and more tourists in winter,” he said.

K Birdi-IPS, on Friday reviewed the security of the valley during a meeting held at Police Control Room Kashmir which was attended by senior officers of police & CAPF and Intelligence officers. Besides, crime scenario & over-all functioning of all districts of Kashmir Zone was also reviewed in the sidelines of the meeting, which was joined by the DIsG & district SSsP of Kashmir zone.

In a handout to GNS, the police said that on the onset of meeting the participating officers briefed IGP Kashmir about the overall security scenario with the primary focus to garner insights into the existing security challenges and to devise effective strategies to mitigate risks. The discussions encompassed various facets, including intelligence gathering, threat assessments, and emergency response protocols. The collaborative effort underscored the commitment of all stakeholders towards ensuring the safety and well-being of the citizens.

According to police spokesman, on the occasion, IGP Kashmir lauded the dedication and commitment exhibited by the all the senior officers in their roles. He actively engaged with the officers, delving into discussions about initiatives aimed at maintaining law and order, as well as anti-terrorist operations within the valley. Highlighting the importance of continued efforts and coordination among different forces on the ground, IGP Kashmir stressed that such collaboration is vital in maintaining peaceful atmosphere across the Valley.

AC amends J&K Panchayati Raj Act to incorporate reservation for OBCs

Jammu, Dec 28, KNT: The Administrative Council (AC) which met here under the chairmanship of the Lieutenant Governor, Manoj Sinha approved carrying out amendments in Jammu and Kashmir Panchayati Raj Act, 1989 to incorporate definition of OBCs in the Act for ensuring their reservation in this grassroots democratic institution.

Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor; Atal Dulloo, Chief Secretary; Dr. Mandeep K. Bhandari, Principal Secretary to Lieutenant Governor attended the meeting.

Earlier the draft J&K Panchayati Raj Act (Amendment) Bill 2023 was submitted to MHA, GoI and observations raised by MHA were examined and necessary amendments have been incorporated in the revised draft J&K Panchayati Raj Act (Amendment) Bill.

The Amendment bill proposes incorporation of definition of OBCs for providing reservation for the Other Backward Classes, explaining method of disqualification from membership of Halqa Panchayat, suspension and removal of Sarpanch, Naib-Sarpanch and Panch by the Government. It also defines process for removal and conditions of service of State Election Commissioner (SEC) here.

Srinagar, Dec 28 (KNO): Anti-Corruption Bureau (ACB) on Thursday said to have caught a Range officer, Kuhihama forest Division, Bandipora red handed while demanding and accepting bribe of Rs 10,000 for processing bill of the complainant.

A spokesman in a statement issued to the news agency—Kashmir News Observer (KNO) that ACB received a written complaint against Mushtaq Ahmad Sofi, Range officer, Kuhihama, Bandipora from a complainant alleging therein that concerned officer is demanding bribe as commission of Rs 10,000 for processing his Bill for release of due payments.

"The complainant further alleged that he is contractor and had completed the allotted work for an amount of Rs 3,21,000 and that after completing the said work the forest department has already released two bills in his favour," the statement said.

However, the final bill to the tune of about Rs One lac is pending with the said department from last one and half month for which concerned Range Officer Mushtaq Ahmad Sofi put a demand of bribe as his commission of Rs 15,000 for all three bills including already two released bills, the statement said.

"The said amount after negotiations with accused Range officer, was settled on Rs 10,000 the complainant arranged Rs 10,000 and approached ACB with complaint requesting for legal action."

"On receipt of complaint which prima facie disclosed the commission of offence punishable U/s 7 of the PC Act 1988 (as amended in 2018), accordingly case FIR No. 13/2023 was registered at PS ACB Baramulla and investigation was taken up," the spokesman said.

"During the course of investigation a trap team was constituted headed by DySP rank officer. The team laid a successful trap and caught accused public servant namely Mushtaq Ahmad Sofi S/o Late Assadullah Sofi R/o Onagam, Bandipora posted as Range Officer, Kuhihama forest range, Bandipora while demanding and accepting the bribe money of Rs 10,000. The bribe amount was recovered from the possession of accused in presence of independent witnesses," the statement said.

Jammu, Dec 28: CPI(M) leader M Y Tarigami on Thursday said various stakeholders are contemplating moving the Supreme Court with a review petition over its December 11 judgment that upheld the Centre's August 2019 decision to abrogate Article 370 of the Constitution, which bestowed a special status on the erstwhile state of Jammu and Kashmir.

A review petition must be filed within 30 days from the judgment or order of which a review is being sought and placed before the same bench that had delivered the decision.

"The Supreme Court has the authority but as a citizen, I have my views too, according to the Constitution and guidelines of the apex court. Our opinion is that the people of Jammu, Kashmir and Ladakh have not received justice and all the stakeholders, including the petitioners (in the matter), are exploring options so that we can get justice," Tarigami told reporters here.

He said consultations are going on among the petitioners who had moved the top court challenging the abrogation of Article 370 and "we are contemplating filing a review petition within the time-frame".

Asked if they are planning to move the court under the People's Alliance for Gupkar Declaration's (PAGD) banner, the Left leader said different parties and individuals moved the court separately in the past and the same route could be taken again.

Jammu, Dec 26: ecurity forces have detained at least 15 locals in the Surankote area of Poonch over suspicion of helping the terrorists who carried out a deadly attack on the Indian Army on December 21. A group of two-three terrorists carried out an attack on the Indian Army Rashtriya Rifles unit last Thursday.

Four bravehearts of the Indian Army were killed in action while three others were injured.

A source in Intelligence has confirmed to Republic that in the last six days, there have been multiple cordons and raids at a few locations. At least 15 locals have been detained and are being questioned jointly. He also maintained that questioning is being done jointly and not by any single force after the incident.

Suspects who have been detained are said to be from the area which is 5 km from the attack site. Intelligence agencies suspect that the individuals have helped terrorists directly or indirectly.

The official further added that an attack of this magnitude cannot be carried out without local support or the terrorists being familiar with the area for long. So, in both cases, a local help angle has emerged and that's why people have been detained for questioning.

The Jammu and Kashmir Police is also in the process of analysing the 'dump call' data of the area before and after the attack to match the pattern. This way, some vital leads can be generated that can help the security forces to get a major breakthrough in the case.

The terrorists have adopted the same pattern they have been using since the beginning of the year. Their target was once again the elite force of the Indian Army that was involved in counter-terror operations.

Jammu, December 26: Days after four soldiers were killed as terrorists ambushed two Army trucks in Poonch, Lieutenant Governor Manoj Sinha on Tuesday said that just 20-25 terrorists cannot scare people in the Union Territory.

The LG, while addressing an event on the occasion of Veer Bal Diwas in Jammu, said that attempts are being made to disturb peace in Jammu and Kashmir.

"Terrorists cannot scare the people of Jammu and Kashmir. Society needs to stand together against such people. The nation resolves to bring peace and development to Jammu and Kashmir....Now it's time to stand together against these anarchists. Just 20-25 terrorists cannot scare the people of J-K," he said.

He further said that terrorism and the whole ecosystem supporting it need to be eliminated.

Sinha also said that the UT is moving forward under the leadership of PM Modi.

The statement by the LG came after the terrorist attack on two Army vehicles in Poonch on December 21, which killed four soldiers.

LG Sinha also paid his respects to the Sahibzades, the four sons of Guru Gobind Singh Ji on the occasion of Veer Baal Diwas.

Earlier in a post on X, he described them as the "epitome of courage, bravery and sacrifice," highlighting their unwavering dedication to their faith and values.

Srinagar, Dec 26: National Conference president Farooq Abdullah on Tuesday said shunting out army officers will not address the Poonch civilian deaths case and called for an investigation to find out why innocent people were "tortured" to death.

Three civilians were found dead a after they were picked up by the Army for questioning following a terrorist ambush on two Army vehicles in Poonch last Thursday that killed four soldiers.

"Peaceful citizens, eight of them, were taken away and three were beaten so mercilessly and chilli powder rubbed into their wounds. Three of them could not bear the torture and succumbed. Five others are in the hospital. The brother of one of the victims is in the BSF and has been serving for the past 24 years … now he says that he has got brother's death in return to his services to the nation," Abdullah told reporters here.

He added, "The Army Chief has taken Northern Commander also from here to the academy in Dehradun but it will not resolve the problem. There should an investigation into why this happened?"

If innocent people who have nothing to do with terrorism are killed "which India are we living in", he asked. "Is this Mahatma Gandhi's India where we can live in peace? The hatred has spread so much that Hindus and Muslims think they are enemies of each other."

The former chief minister trashed the BJP claims about end of terrorism in Jammu and Kashmir.

Poonch, Dec 25: Additional security personnel were deployed in the Poonch district on Monday even as a search operation was ongoing in the forested terrain of Dera ki Gali, where two Army vehicles were ambushed by heavily armed terrorists from across the border last week.

Additional forces were also deployed in the Bafliaz area of Poonch district, officials informed.

Four Army personnel lost their lives while three others were injured in the ambush attack on Thursday, last week.

Meanwhile, on Sunday, the four fallen soldiers, Naik Birender Singh, Rifleman Gautam Kumar, Naik Karan Kumar, and Rifleman Chandan Kumar, were accorded a tearful senf-off at a wreath-laying ceremony in Rajouri.

The Indian Army said on Saturday that it was conducting an inquiry into the deaths of three civilians in the Poonch-Rajouri sector, where terrorists carried out the ambush attack on the forces.

Taking to X, the Indian Army posted, "Search operations by the security forces are continuing in the area of operations after the incident of December 21. Reports have been received regarding three civilian deaths in the area. The matter is under investigation."

"The Indian Army stands committed to extending full support and cooperation in the conduct of investigations," the army added in its post.

A fierce encounter broke out after terrorists fired at two army vehicles passing through Dera Ki Gali in Rajouri's Poonch region at 3.45 pm on Thursday.

"At around 3.45 pm on December 21, two Army vehicles, carrying troops to the operational site, came under fire by terrorists. The jawans returned fire immediately," an Army official said.

"Our troops are in the process of intensifying the joint operation against terrorists underway in the area since last evening. The operations are taking place in the 48 Rashtriya Rifles area," the official added.–(ANI)

Srinagar, December 25(GNS): Police on Monday said that it have arrested a person for cheating and extracting money from people illegally in South Kashmir’s Anantnag district.

In a handout to GNS, the police said that taking cognizance of social media reports and on the basis of complaint received that an individual named Saqib Bashir Ganai resident of Rakh Moman Bijbehara, District Anantnag has been cheating and intimidating people in order to illegally extort money from them, legal action has been initiated against the said person and case FIR No. 294/2023 under relevant sections of law has been registered in Police Station Bijbehera. The person has been identified and arrested in the said case.

Citizens are requested to exercise appropriate caution while using internet and social media apps and in case of any grievance to approach police directly for appropriate legal action rather than taking recourse to social media, reads the statement.(GNS)
